At the request of the Organization of American States, Melissa Hathaway authored the paper, Managing National Cyber Risk to help countries understand the current threats to their economic and national security priorities, understand multiple international risk frameworks (including the Cyber Readiness Index) available to them to help diagnose their risks and develop national cyber security strategies.  The paper recommends eight steps leaders can and should take to become cyber ready.  She presented this paper at the Sixth Ministerial Conference on the Information Society in Latin America and the Caribbean which was organized jointly by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Government of the Republic of Colombia.
