The Potomac Institute for Policy Studies Fall 2011 Focus newsletter features a cover story on "Lean Times as Opportunity: The Case for S&T When Defense Budgets Shrink."  In this article, the Director of the Institute's Concepts and Analyses Division, Dwight Lyons, talks about the need to save research and development efforts from the chopping block as the Pentagon is forced to make hundreds of billions of dollars' worth of budget cuts.
