The semiconductor industry, a cornerstone of the global economy, plays a crucial role in shaping the success or failure of many other markets. At the Potomac Institute for Policy Studies, we have focused on studying and reporting on various policy issues related to USG semiconductor access, security and US economic strength. Our aim has been on achieving a resilient supply chain of semiconductors for US needs, road mapping the distribution of CHIPS Act funds, emphasizing the importance of long-term R&D to the domestic semiconductor industry, and the role of semiconductors in the race for AI dominance. As a leading voice on semiconductors and a bridge between government and industry, we are reviving a series of dialogs with key industry leaders.

These discussions will facilitate a deeper understanding of the semiconductor industry to inform and generate USG strategy for access, security and industrial policy. Several issues expected to be covered in these discussions include:

  • Bridging the increasingly divergent perspectives between industry and government
  • Generating awareness of the challenges and issues faced by semiconductor companies
  • Domestic and foreign government policies in the global competitive environment
  • Critical insights into the vibrant history of some of the most remarkable, innovative companies in the field, as told by industry veterans

These discussions will be held monthly and broadcast digitally on Zoom from our Potomac Institute Studio. Each month will feature an industry expert, chronicling their experiences, learnings, and recommendations on how to carry this vital industrial sector into the future.

Mr. Brian Shirley will join us this fall to kick off the season, discussing the semiconductor memory industry. Mr. Shirley is acutely aware of what it means to reside at the nexus of government and industry, with over 34 years of experience in the semiconductor industry, including 14 years as an executive officer of Micron Technology (a global leader in semiconductor memory). Mr. Shirley has spent many years as a senior consultant to the US Government on topics related to the Semiconductor Industry and national security, and is a member of Potomac’s Board of Regents. Additionally, Mr. Shirley is listed as an inventor on 82 US patents and is an alumnus of Stanford University, where he earned his degree in Electrical Engineering.
