Assistant Vice Chief of Naval Research
Gregg W. Brinegar is a career employee of the Potomac Institute for Policy Studies currently assigned under the Intergovernmental Personnel Act (IPA) Mobility Program as the Assistant Vice Chief of Naval Research at the Office of Naval Research in Arlington, Va. He supports the Vice Chief of Naval Research in exercising his duties and responsibilities. He assists the Vice Chief in supporting the Chief of Naval Research's execution of the Naval Research and Development Framework, and conducts technical and programmatic reviews of Marine Corps S&T programs under the Office of Naval Research cognizance. Mr. Brinegar represents the Vice Chief in numerous internal and external forums and ensures the flow of critical information between the Office of Naval Research and the senior leadership of the Marine Corps.
While on active duty, Mr. Brinegar served his last two years of active duty as the chief of staff for the Commanding General of Marine Corps Combat Development Command and Deputy Commandant for Combat Development and Integration, Headquarters Marine Corps. During his 30 years of service, he held progressive staff positions, to include commanding a carrier- based Marine F/A-18 squadron and an F/A-18 Marine Aircraft Group. During his active duty tenure, Mr. Brinegar served as the military assistant to the Secretary of the Navy and has considerable high-level staff experience working critical and sensitive actions with the Office of the Secretary of Defense staff, Joint Staff, Department of the Navy Secretariat, and Headquarters Marine Corps.
Mr. Brinegar’s areas of expertise include: defense planning, programming, budgeting, and execution, strategic planning, force development, operational test and evaluation, fire support, and large organization leadership.
Mr. Brinegar earned a B.S. in Electrical Engineering from Virginia Military Institute and a Master of Arts in National Security and Strategic Studies from the Naval War College. His personal decorations include the, Defense Superior Service Medal, Legion of Merit, Bronze Star, Meritorious Service Medal, Air Medal with Combat V, Navy Marine Corps Commendation Medal with Combat V, and the Navy and Marine Corps Achievement Medal.
