Potomac Institute for Policy Studies Senior Fellow Amb. David Smith (Ret.) is the Director of the Potomac Institute Cyber Center.  He is a cyber security and cyber policy analyst, and a former US arms negotiator.  In an interview with Federal News Radio, Amb.
