Potomac Institute for Policy Studies Senior Fellow Amb. David Smith (Ret.) is the Director of the Potomac Institute Cyber Center. He is a cyber security and cyber policy analyst, and a former US arms negotiator. In comments to Government Computer News, he weighed in on threats allegedly made by the hacktivist group Anonymous. Smith says a claim, subsequently disputed, that the group would shut down the Internet on March 31 is "grandiose" and unlikely to materialize.
