The Potomac Institute for Policy Studies'  fifth Cyber Challenge Symposium, on July 6, tackled the difficult issue of cyber deterrence.  Panelists included former CIA Director Gen. Michael Hayden, who discussed the possibility that cyber security could be enhanced with the creation of a special, secure domain - a "dot-secure" - for certain critical functions.
