The Honorable Lucian Niemeyer
Over three decades, Lucian has served in the White House, the Pentagon, and in Congress providing budget, policy, and management leadership for U.S. national security programs. Lucian served as an Assistant Secretary of Defense managing the world’s largest real property portfolio valued at a trillion dollars. Lucian also led the Department’s energy and environmental portfolio. Lucian also served as an Assistant Secretary of the Navy, and in the Office of Management and Budget at the White House overseeing national security, nuclear, and intelligence programs.
From 2003 to 2014 he served on the professional staff of the United States Senate Committee on Armed Services responsible for legislative and budget oversight over a wide portfolio of national security programs. He also led portfolios for readiness, Air Force, and Navy acquisition programs as well as DOD budgets.
Continuing his commitment to public service, Lucian currently serves as the Chief Executive Officer of Building Cyber Security, a private sector, non-profit organization enhancing global safety through the development of cyber security protections for intelligent technologies, buildings and communities. In this role, he applies his expertise and experience to the nexus of facilities, real estate, and technology to mitigate the risk and impacts to society from the growing threat of cyber incidents.
He also serves as a founding Principal Director for the non-profit organization, United Coalition for Advanced Nuclear Power (UCAN Power) to promote the use of clean, safe nuclear reactors for national security and commercial use.
Lucian also provides strategic advisory services for economic and business development to public and private clients. He currently leads initiatives to expand maritime industrial and shipyard capacity, to develop large scale energy and data center campuses, to enhance fuels resilience, and to accelerate design/construction processes using artificial intelligence/virtual twins. Lucian serves on numerous corporate boards providing national security expertise for rapid acquisition of emerging technologies.
Lucian is an Air Force veteran with 21 years of active and Virginia Air National Guard service. He holds a Bachelor of Architecture degree from the University of Notre Dame, a Master of Business Administration from The George Washington University, and a Master of National Security and Strategic Studies from the Naval War College. He is a Fellow in the Society of American Military Engineers (SAME), An inductee in the National Academy of Construction, an Honorary Seabee, and actively promotes Standards of Care for cyber safety in the engineering profession in national forums.
Lucian is an active speaker on the national stage for energy, cybersecurity, and artificial intelligence infrastructure development in the U.S..
